Mission and Vision

The collective voice on energy transition and climate action for Europe’s regions and energy agencies

FEDARENE is the European network of Regional and Local Energy Agencies and Regions.
Our members drive the energy and climate transition across Europe through ambitious policies, strategic facilitation, and hands-on support to citizens, businesses, and public authorities.

With 35 years of experience, the network gathers 90+ members across 24 EU countries, representing over 92 million citizens and a community of more than 1,000 energy professionals.

How it started

FEDARENE was founded in 1990 by six pioneering regions — Rhône-Alpes, Provence-Alpes-Côte d’Azur, Wallonia, País Vasco, Aquitaine, and Nord-Pas-de-Calais.
Driven by early European Commission initiatives, they joined forces to amplify the regional voice in shaping Europe’s energy and environmental policies.

Today, the federation brings together regions and energy agencies from across Europe, all committed to decarbonisation, resilience, and cooperation.

Why regions? Why energy agencies?

Regions and local energy agencies are the driving force of Europe’s clean energy transition. Together, they form the bridge between European ambitions and local implementation, ensuring that policies translate into tangible results for citizens and communities.

Regions play a strategic and political role: they design long-term energy and climate plans, allocate resources, and coordinate action across municipalities. With their proximity to citizens and businesses, they are best placed to mobilise local actors, integrate policies across sectors, and ensure territorial cohesion in the transition.

Regional and Local Energy Agencies complement this by providing technical expertise, project facilitation, and hands-on support. They are non-profit organisations with a public mandate to help authorities, businesses, and citizens implement energy and climate programmes. Their technology-neutral and non-commercial approach ensures that the focus remains on societal benefit rather than profit.

Through FEDARENE, these regional authorities and agencies collaborate, exchange knowledge, and replicate successful approaches across Europe. As independent facilitators and trusted partners, they help align decisions with regional, national, and European climate goals — accelerating the path to a just and sustainable energy transition.

What we do

FEDARENE supports regions and local energy agencies in implementing and replicating sustainable energy and climate solutions. Our activities are organised around three main pillars:

Track record in EU projects

FEDARENE is currently involved in 31 EU-funded projects and has contributed to over 90 European initiatives under programmes such as LIFE and Horizon Europe.

The network also supports the European Commission as part of the secretariat teams of: the Covenant of Mayors for Climate and Energy – Europe, ManagEnergy, the European City Facility (EUCF), the Energy Communities Facility and the Citizen-Led Renovation (CLR) Secretariat.

This strong track record demonstrates FEDARENE’s trusted partnership role in driving the EU’s energy and climate agenda.
