Andalusian Energy Agency
The Andalusian Energy Agency is the public authority responsible for developing and implementing regional energy policy in Andalusia, Spain. Assigned to the Regional Ministry of Industry, Energy and Mines, it promotes renewable energy, energy efficiency and innovation.
The Andalusian Energy Agency (Agencia Andaluza de la Energía) is a government-owned entity of the Junta de Andalucía, established under Decree 21/2005 and assigned to the Regional Ministry of Industry, Energy and Mines.
Its mission is to develop and coordinate the energy policies of the Andalusian Regional Government, optimising the region’s energy supply from both an economic and environmental perspective. The Agency was created as a tool to support Andalusia’s social, entrepreneurial and institutional network in advancing sustainable energy development.
The Agency is governed by a Presidency, a Governing Board and a General Direction, with an Advisory Council acting as a consultative body.
Strategic Framework
The Agency plays a central role in implementing the Andalusian Energy Strategy 2026-2030, which structures the region’s transition towards a secure, efficient and climate-neutral energy model in line with European Union energy and climate policies.
The Strategy focuses on:
- Promoting energy saving and efficiency
- Expanding renewable energy deployment
- Strengthening energy self-sufficiency
- Supporting innovation and competitiveness in the energy sector
- Advancing specialised and quality employment
- Improving infrastructure for generation, transport and distribution
Core Activities
To achieve these objectives, the Agency:
- Coordinates and promotes regional energy policy
- Manages energy incentive programmes of the Andalusian Government
- Supports the development of renewable energy and energy efficiency solutions
- Collaborates with public administrations in the design of energy plans and programmes
- Promotes R+D+I activities, acting as an interface between research centres, companies and citizens
- Develops information, training and awareness-raising initiatives
- Engages in international energy cooperation
The Agency also produces energy statistics and regional energy balances to support evidence-based policymaking.
European Cooperation
At EU level, the Agencia Andaluza de la Energía actively supports interregional cooperation and participates in European territorial cooperation programmes in strategic areas such as:
- Sustainable construction
- Electric mobility
- Smart grids
- Energy storage
- Energy poverty
- Energy communities
- Renewable energy
- Emerging energy carriers including biomethane, hydrogen and synthetic fuels
The Agency also participates in European partnerships under the Smart Specialisation Strategy, promoting the integration of the Andalusian energy sector into European value chains and strengthening its competitiveness.
