Østfold County Council

Østfold County Council (Østfold fylkeskommune) is the regional governing body for Østfold in southeastern Norway. The county has approximately 314,400 residents across an area of 4,181 km². Major cities include Fredrikstad, Sarpsborg, Moss and Halden.

The county municipality is responsible for key public services such as upper secondary education, county road infrastructure, public transport, culture and regional development. Østfold has long traditions in industry and technology and continues to host strong sectors in mechanical and electromechanical engineering, food production and processing, chemical industry and building materials.

Climate and Energy Ambitions

Østfold County Council has set ambitious climate and environmental goals, with a clear focus on becoming a low-emission society. Central priorities include:

• Transitioning energy and transport sectors towards zero emissions
• Promoting circular economy development
• Ensuring sustainable regional growth in balance with nature

Recognising the importance of coordinated regional action, the county is aiming to establish a regional energy agency to support municipalities and stakeholders in addressing shared challenges and opportunities in the transition to a sustainable and fossil-free energy system.

European Engagement

Østfold County Council is a Covenant of Mayors Coordinator and actively participates in international cooperation to address regional and local challenges.

The county is currently involved in several EU-funded projects, including:
