The PLAN4CET project has launched its new Clean Energy Transition Toolbox, a digital repository designed to help European regions plan, implement, and monitor their path toward climate neutrality. The Toolkit is now accessible on the PLAN4CET website and provides free, open-access materials for local and regional authorities, energy agencies, and community managers.

A practical resource for cities and regions

The Toolbox brings together the methodologies, training materials, governance models, templates, and case studies tested in the project’s pilot regions: Navarra (ES), Parma/Emilia-Romagna (IT), and Skåne (SE). It is designed as a working platform, not just an archive: users can navigate by role, topic, or region and download practical resources ready for immediate use.

The Toolbox includes a comprehensive set of resources, such as the common guidebooks, the recordings of the Transition Expert training programme, and a wide array of pilot-specific materials, including mentoring resources and capacity-building content from Navarra, Skåne, and Emilia-Romagna. All these elements are integrated into a multilingual interface (EN/ES/IT/SV) designed to ensure broad accessibility and ease of use for diverse audiences across Europe. All materials are openly available and can be reused for training, policy design, or local planning efforts.

Three Roles, One Shared Mission: Climate-Neutral Regions

The PLAN4CET Clean Energy Transition Toolbox is structured around three tailored professional profiles, each corresponding to a different type of manager involved in clean energy transition planning and implementation. The Transition Expert pathway is designed for general stakeholders — including local administration staff not directly involved in energy planning, private sector actors, associations, and even engaged citizens — by introducing them to key concepts and practical insights on climate and energy transition work. The Transition Manager profile targets technical and political staff within local and regional authorities, such as municipal planners, CET officers, and decision-makers like mayors or councillors, equipping them with the skills to integrate cross-sectoral strategies, governance models, and concrete actions into local transition plans. Finally, the Zero Carbon Community (ZCC) Manager role focuses on those actively involved in developing and operating energy communities — from administration staff and volunteers to professionals interested in managing Renewable Energy Communities — providing them with tools and resources to guide community energy initiatives toward a zero-carbon future. These profiles help users navigate the Toolbox and access the resources most relevant to their responsibilities and level of experience in the clean energy transition.
