The innovative approach of PEGASUS (Promoting Effective Generation and Sustainable USes of electricity) is focused on experimenting a simulation of functioning of microgrids in 7 pilot areas jointly; solutions will be based on concrete situation with real data.

The project aims to give evidence of the feasibility of microgrids acting on technical or administrative obstacles which are hindering the use of microgrids in disadvantaged areas; a tested business model will show advantages of smart interconnection and facilitate the adoption of necessary acts to define an ENABLING environment. Institutional decision makers, end-users, market operators will be fully involved in the preparation, testing, evaluation and transfer pilot results and building a common understanding and presentation advantages of microgrids use. The simulation will lead to identify a complex of measures (technical, economic, organizational, even regulatory) to be further developed at Regional and local level as: SEAP actions, the ToR with technical specification, ERDF OP/ RDP measures, the eco-financial benchmarks.
The growing power consumption in already fragile territories, as rural area and islands could benefit from the technological development that the RES are bringing. In particular the opportunity to use more efficiently RES, already present in the MED territories (solar, biomass…) through the application of smart technology, might represent a step forward towards a sustainable and inclusive growth. Unfortunately, the organization of deployment, exploitation and operation models as the use of microgrids is not yet in its full development stage. Even though the technology is available and examples of regulations start to be present, absence of an enabling environment that can foster a common market represent the main challenge. The local institutions can lead the change stimulating the business environment.
Examples of applications and business models have been already experienced and a well-represented consortium in terms of stakeholder interest, led by the Municipality of Potenza will contribute to propose a working model with all the necessary framework arrangements. Therefore the consortium launch PEGASUS aiming to combine, test and transfer previous experience in a new full fledged package of tools for the local public Sector in the MED area: from conceptualization, through organize till financial promotion. This also involving all the stakeholders including end-users and business community: “Jointly to increase the share of the RES in the involved territories”.
