National Adaptation Hubs
Adaptation Hubs seeks to accelerate the Mission on Adaptation to Climate Change by supporting its roll-out, reinforcing the Mission Implementation Platform, and promoting effective collaboration across all governance levels within Member States and throughout the EU.
National Adaptation Hubs is a coordination and support action designed to strengthen communication and cooperation on climate adaptation across national, cross-border, and EU levels. The project will establish 27 Multi-level Governance (MLG) National Adaptation Hubs (NAHs), either as new structures or by leveraging existing ones, bringing key adaptation stakeholders together to foster stronger and more integrated planning and implementation.
NAHs are conceived as flexible, agile, and lightweight structures, such as task forces or working groups, at the national level. They include representatives from national, regional, and local authorities, as well as other relevant stakeholders. Each hub will develop and implement an action plan to stimulate, support, and promote coherent climate adaptation efforts while ensuring integration with existing structures.
Core activities
The main activities of the project include:
- Central Support Facility (CSF): Setting up and operating a central support structure to ensure the effective delivery of project objectives.
- Operation of NAHs and outreach: Ensuring the functioning of all 27 NAHs, supported by an outreach programme targeting countries beyond the EU.
- Knowledge exchange and twinning: Establishing a structural grouping and twinning scheme to facilitate the exchange of knowledge and best practices across different European regions.
Once fully operational, the NAHs will serve as national focal points, acting as platforms for discussion and providing advisory services. They will not work in isolation; on the contrary, they will actively seek synergies with other stakeholders and related structures, including the 100 Climate-Neutral and Smart Cities and 150 Climate-Resilient Regions missions, the MIP4ADAPT platform and other Mission on Adaptation projects, as well as relevant national authorities and managing bodies of cohesion and rural development funds.
