Fostering Resilience in Cyprus Through Climate Adaptation Initiatives

Since its establishment in 2009, the Cyprus Energy Agency has played a key role in shaping national energy policies that integrate climate adaptation goals. Its vision for a “just, inclusive, and climate-resilient Cyprus, governed by the principles of sustainability” aligns directly with broader European climate adaptation efforts. By working closely with local authorities, providing technical support, and engaging stakeholders of all ages, the Agency raises awareness and drives meaningful action to mitigate and adapt to climate change.

Grant Scheme for strengthening resilience and adaptation

One of the Agency’s most impactful initiatives is the coordination of a Grant Scheme aimed at strengthening the resilience and adaptation of community councils to climate change. This scheme, the first of its kind in Cyprus, is funded through the European Union’s Resilience and Recovery Mechanism. In collaboration with the Cyprus Union of Communities, which acts as the scheme’s promoter, the Agency secured €2.9 million from Cyprus’ Recovery and Resilience Plan to finance climate adaptation investments at the local level.

The application period ran from October 2023 to November 2024. By its conclusion, 29 community councils submitted an application, 15 had secured funding, and 14 had signed agreements to launch their investment projects. Beyond financing climate adaptation, the scheme also supports investments in sustainable mobility, helping communities transition towards greener solutions.

The Cyprus Energy Agency provides free technical assistance to participating communities in the development of joint Energy & Climate Plans at a cluster level. A second call for applications is currently open, with a total budget of €500.000

ADAPTO: A Collaborative Effort in Climate Adaptation

The Agency also leads ADAPTO, an Interreg Europe project aimed at improving policymakers’ capacity to implement effective climate adaptation measures. Running until 2028, the project facilitates knowledge exchange on best practices, promotes nature-based solutions, and fosters partnerships to deliver resilient climate solutions. Among its partners is a Cypriot municipality, ensuring a strong national presence in this transnational effort.

Building resilience to climate change is just as crucial as reducing its causes. Europe urges proactive adaptation, and with the support of the Cyprus Energy Agency, Cyprus can secure a low-carbon future through strategic and innovative solutions. This approach will not only protect the environment but also ensure the health, safety, and prosperity of future generations.
