The Agency of Brașov for the Management of Energy and Environment (ABMEE) is a local energy management agency dedicated to sustainable development in Brașov, Romania. Established in 2003 through a partnership between the Municipality of Brașov and the European Commission’s SAVE II program, ABMEE is dedicated to advancing the energy transition and promoting clean and low-carbon energy.

Activities

ABMEE’s mission is to facilitate interdisciplinary projects that promote goals of sustainable development, energy sufficiency, and the energy transition. The agency promotes these principles through multiple avenues, such as collaborating with and maintaining strong connections to national and international organisations.

Through its network, ABMEE engages in knowledge-sharing and the exchange of experiences to advance sustainable development. This collaborative spirit is key to the agency’s work to build a more sustainable future.

To pursue sustainable development, ABMEE organises events and campaigns to foster discussion and awareness of topics such as renewable energy, energy sufficiency, and related energy legislation. In addition, the agency provides technical assistance and consultancy services on sustainable energy planning to public authorities.

Projects

ABMEE also develops and implements projects related to sustainable development in Europe. Examples of these projects include:

  • DECA: Danube Energy Communities Accelerator – A regional initiative supporting Energy Communities in the Danube region, working towards the goal of establishing a National Energy Communities Hub to accelerate Romania’s energy transition.
  • V-aiR: Virtual Reality awareness for improved air quality – Through virtual reality, this programme immerses policymakers and citizens into games that are designed to encourage behavioural change and policy reform related to clean air and the climate.
  • OSCAR The Active Mobility Snake Game – A campaign that encourages children to use sustainable modes of transportation to get to school, such as walking, cycling, using public transit, or carpooling. By taking more sustainable trips, children collect stickers and small rewards.
  • HUB-IN: Between History and Innovation – The HUB-IN programme conducted studies, public consultations, and collaborated with urban planners and local communities to retain the historical and cultural heritage of Brasov while developing inclusive urban regeneration. Through the programme, Brașov has implemented contemporary and inclusive urban measures such as open-air classrooms, seasonal terraces, and urban furniture to make city spaces welcoming to local residents.
