The Regional Resources and Expertise Center on Climate Change, Renewable Energy and Heat Pumps (EU-CRESC) is a Romanian NGO and regional hub for climate innovation. The Center works towards the energy transition and climate resilience across Romania and Southeast Europe.

The Regional Resources and Expertise Center on Climate Change, Renewable Energy and Heat Pumps (EU-CRESC) is an NGO located in Bucharest, Romania. The Center is dedicated to advancing the energy transition and climate resilience across Romania and Southeast Europe. In addition, EU-CRESC is committed to participating in EU-level dialogues on best practices and innovations with other climate and energy agencies.
As a regional hub for climate advocacy, innovation, capacity-building, and collaboration, EU-CRESC is working towards sustainable energy and climate action. As reflected in its name, the Center has a strong focus on sustainable heating solutions, particularly heat pumps. Additional areas of interest are energy planning and local climate strategies.
Sustainable Energy and Climate Action Plans (SECAPs) are a strong priority for EU-CRESC. The Center supports municipalities, small and medium-sized enterprises (SMEs), and communities to adopt low-carbon technologies and implement climate mitigation and adaptation strategies.
Although the Center was newly incorporated in 2025, it is building and expanding on the 17 years of experience and achievements from the Bucharest Energy Efficiency and Environmental Protection Agency (AEEPM). Ion Dogeanu, the Executive Director of the AEEPM, serves as President and Founder of EU-CRESC.
Among Mr. Dogeanu’s achievements is coordinating one of the largest thermal rehabilitation programs in Romania, where over 900 buildings were renovated, resulting in a significant reduction in energy consumption and greenhouse gas emissions.
