The Regio1st Planning Framework offers a structured and comprehensive methodology to support regional energy planners across Europe in designing and implementing sustainable and cost-effective energy strategies. It places a strong emphasis on energy efficiency, system flexibility, and energy savings in buildings, in line with the Energy Efficiency First (EE1st) principle.
By applying the Regio1st Planning Framework, regional planners can effectively navigate the complexities of energy planning, unlock the full potential of energy efficiency and renewables, and build a resilient, sustainable, and economically sound energy future for their territories.
To support learning, capacity building, and the practical application of the Regio1st Planning Framework, a complete set of training materials was designed and developed – and is now available. These materials, available for each of the 8 stages of the Planning Framework, are designed to help regional and local actors build the skills and knowledge needed to apply the framework effectively in their territories. The package includes presentation slides that explain the key concepts and methodology, ready-to-use exercises that support hands-on learning and discussion, and editable planning templates that guide users through each phase of the planning process. Whether used for internal training, workshops with local stakeholders, or peer-learning sessions, these materials offer a flexible and accessible way to deepen understanding and foster collaboration. All training resources are freely available and can be adapted to fit different regional contexts and learning formats.
For the last 3 years, the Regio1st project has been developing this Planning Framework, alongside a series of tools and supporting material to best use it. All resources supporting the use of the Planning Framework are now available and accessible to local and regional actors committed to accelerating the energy and climate transition. This comprehensive package includes a variety of materials tailored to different levels of expertise and planning needs.
The core Planning Framework Tools offer a structured approach to developing integrated energy and climate plans, with step-by-step tools designed to support each phase of the process. A detailed Guidance Note accompanies the tools, providing clear explanations of the methodology, principles, and key concepts behind the framework.
Tutorial videos walk users through the tools and demonstrate their practical application. In addition, a series of good practice examples and case studies showcase how the framework has been applied across different territories.
These resources are designed to help public authorities, energy agencies, and local stakeholders develop strategic, participatory, and results-oriented plans. All materials are free to access, use and share.
