With operations on six islands in Western Estonia, EISEA has been committed to providing a comprehensive range of energy services to support sustainable energy use in all sectors since 2023.
Estonian Islands Energy Agency (EISEA) is a not-for-profit organisation established in 2023 that operates on six islands in Western Estonia: Saaremaa, Hiiumaa, Muhu, Vormsi, Ruhnu and Kihnu.
EISEA operates as a social enterprise and its work is funded through grant aid from national and European sources as well as the provision of services such as innovative engineering, education and advice. Its team of experts is committed to providing a comprehensive range of energy services to support sustainable energy use in all sectors.
The agency’s mission is to translate zero-carbon ambitions into practical actions with measurable results, delivering the energy transition at scale in archipelagos through innovation and world-class project delivery. The vision of the organisation is for all communities, organisations, and citizens on islands to participate in the energy transition and achieve carbon neutrality. EISEA bridges the gap between climate targets and real-world results by taking the engineering & financial actions necessary to deliver on Estonia’s Climate Action Plan.
Activities
EISEA delivers a multitude of services in the field of energy to municipalities, communities, cooperatives, and businesses. Through these activities, EISEA enables these actors to deliver renewable energy projects and become more energy efficient, with a focus on innovations and best practices to scale up the energy transition. These services are primarily aimed at the islands that participate in EISEA, but the organisation can work in other Estonian locations if necessary.
The activities and services of EISEA include:
- Developing community energy production in the Baltic Sea.
- Collaborating with third-level institutions on national and European research and demonstration projects.
- Advising local authorities on building renovation, finding district heating and public transport solutions and setting up energy cooperatives.
- Organising outreach events to discuss and promote energy cooperatives and best practices.
- Assisting in strategic planning, finding funding opportunities, and supporting the development of technical solutions for energy production and energy use technologies.
- Supporting apartment building renovations by conducting assessments, designing renovation plans, and helping to find funding, set targets, and monitor results to improve energy efficiency.
- Carrying out analyses and support to improve businesses’ resource energy efficiency planning.
- Developing custom strategies, offering advice and training, and assisting with monitoring and evaluating results.
- Analysing companies’ fleets of vehicles and developing plans to lower their emissions.
- Supporting businesses in their implementation, development, and evaluation of renewable energy projects.
