Citizen-led Renovation is an EU funded support service to empower communities and to put citizens in the driver's seat for energy renovations.
Citizen-led Renovation is an EU-funded support service designed to empower communities by placing citizens at the forefront of energy renovation efforts. It strengthens community-based initiatives and supports the replication of renovation programmes for buildings, including measures such as insulation upgrades, modern technical systems, and the installation of renewable energy solutions.
The Citizen-led Renovation project is designed to support energy communities in delivering citizen-driven energy renovations and renewable energy installations.
Based on each community’s needs, the project offers access to tailored support, including administrative, technical, and communication assistance, as well as opportunities to co-implement renovation initiatives at the local and regional levels.
Through this support service, communities are better equipped to overcome financial, legal, technical, and informational barriers, enabling the development of resilient, energy-efficient residential buildings.
Phase I assisted 4 pilot projects in overcoming financial, legal, technical, and informational barriers to deliver sustainable residential buildings.
In Phase II, CLR enhanced its tailored support services for selected Pilots, Learners, and Followers by providing various levels of assistance. This included one-on-one sessions, webinars, workshops, peer-to-peer learning, and community-driven events aimed at strengthening local capacities and replicating successful energy renovation models.
Building on this foundation, Phase III of the Support service is scaling up by establishing a network of 11 organisations (Energy Agencies, cooperatives, associations), named ‘enablers‘, to support widespread citizen-led renovation.
Building on the strong foundations established during Phases I and II, the Phase III of the Support Service marks a significant expansion, delivered by a diverse and experienced consortium comprising:
Collectively, the partners contribute with high-level knowledge in energy efficiency policy, technical building expertise, and a strong understanding of energy communities, including their value propositions and regional contexts.
By combining experience and extensive networks, the consortium is well-positioned to deliver a practical, results-driven approach. Together, the partners have extensive experience in coordinating EU-level initiatives and supporting practitioners, policymakers, and communities, making them a trusted and credible force in this field.
This expanded collaboration is designed to accelerate citizen-led renovation efforts at scale. Through strengthened support structures and broader outreach, the CLR initiative seeks to empower individuals and communities across Europe to take the lead in advancing energy-efficient, climate-resilient buildings.
