This event brings together the IN-PLAN and PLAN4CET LIFE-CET projects for a powerful closing celebration of local action and collaboration. It will showcase how regions and cities across Europe are strengthening their capacity to plan smarter, act faster, and deliver integrated energy and climate solutions. Through inspiring stories, practical tools, and peer exchanges, participants will discover new ways to embed energy and climate priorities into spatial planning and accelerate the clean energy transition. By connecting practitioners, policymakers, and innovators, the event aims to turn knowledge into action and empower local authorities to shape a more sustainable, resilient future.

Speakers’ Bios
Enara Rabina del Rio – Mayor of Bidaurreta & NASUVINSA (ES)
Senior Expert, Sustainability Technician, and Biodiversity Conservation Specialist. She holds a degree in Biology (1993). She has training and experience in European project management, sustainable territorial development, management of natural areas and protected species, and local government management and leadership. She currently coordinates local climate and energy action through the Covenant of Mayors in Navarre, providing support and advice to more than 227 municipalities. She is also currently the mayor of the rural municipality Bidaurreta.
Giovanni Vicentini – Municipality of Padua (IT)
University degree in Town and Territorial Planning (2011) (Polytechnique of Turin) and master’s degree in environmental risk analysis (2008) (Paris XII Créteil). Since 2019, he has been working as a technical officer for the Municipality of Padua at the Environmental Department. He is managing the implementation of the Climate City Contract and the SECAP.
Goran Gustavsson – Energikontor Syd (SE)
Master’s degree in physics from the University of Gothenburg, and studies in forest industry management and development. Project manager at the regional energy agency in southern Sweden since 2009. He leads key initiatives focused on regional and municipal energy planning, strategic energy analyses, and collaborative projects that help municipalities, public authorities, and other stakeholders develop and implement effective energy and climate plans.
Guus van de Schouw – DG ENER, European Commission
Guus van de Schouw has worked for the European Commission since 2013. He is currently the team leader for governance, Energy Union, and simplification in DG ENER Unit A1: Strategy, Policy Coordination and Planning, Inter-institutional Relations. Before, he worked in DG MOVE on sustainable and intelligent transport, climate policy and better regulation. Prior to joining the Commission, he worked in the energy industry with a focus on sustainable energy project development. He holds a master’s degree in systems engineering and policy analysis from Delft University of Technology.
Jérémy Cléro – IEECP (NL)
With two energy-related master degrees – Engineering then Sustainable Planning – and a decade in EU projects, Jeremy contributes to bridge the gap between technical knowledge and policy implementation for IEECP. His focus topics are regional/local energy governance and energy efficiency policies’ implementation.
Leea Mihaila – OER – Energy Cities Romania (RO)
With a solid background in Project Management, Communication and Public Relations, she has spent more than two decades shaping public initiatives that inspire civic responsibility and community engagement. Since 2002, her work has centred on designing and coordinating events and awareness campaigns aimed at strengthening society’s understanding of sustainability and encouraging citizens to take an active role in the development of their communities. Her professional mission has consistently focused on civic engagement, climate and environmental responsibility. She has led numerous projects dedicated to educating children and parents about sustainable travel habits, promoting low‑emission transport options and supporting initiatives that ease congestion around schools and kindergartens, areas often overwhelmed by daily traffic from drop‑off and pick‑up routines. Through these efforts, she has contributed to creating safer, cleaner and more accessible urban spaces. In November 2022, she took on the leadership of Energy Cities Romania (OER), where she continues to advance strategies and partnerships that support sustainable urban development across the country.
Maider Arregui Osés – Gobierno de Navarra (ES)
Industrial Engineer and Plan4CET Coordinator, currently working at the Energy Transition Service of the Government of Navarre. She contributes to the coordination of energy transition–related projects at regional level. Her background includes experience in industrial design and tool manufacturing, as well as training in project management methodologies, bringing a practical approach to her current work in the energy field.
Miljenko Sedlar – REGEA (HR)
Miljenko has extensive experience working in industry, public administration, and consulting across a wide range of areas, from environmental protection and multi-level governance to EU funds, and most importantly, tasks related to enhancing climate resilience. His professional career includes work at INA d.d., where he was responsible for developing environmental and climate change management systems. He then moved to the City of Zagreb, where, as Deputy Head of the Office for EU Projects, he coordinated the development of projects for co-financing from European Structural and Innovation Funds and EU programs such as LIFE, Horizon, and Interreg. Since 2018, Miljenko has been working at REGEA, and since 2022, he has led the Climate Department. Miljenko is also an active member of various professional bodies and working groups, including the Working Group on Climate Change Adaptation at the European Commission, and he contributes to the development of national adaptation strategies and climate legislation.
Roberta D’Angiolella – IEECP (NL)
As a Senior Communications Expert at IEECP, Roberta leads the dissemination efforts for a diverse portfolio of EU-funded projects. She is a specialist in social media management and event coordination, known for building digital communities and executing large-scale events that drive engagement. Prior to IEECP, Roberta played a pivotal role at the Buildings Performance Institute Europe (BPIE), where she spearheaded the organization’s social media strategy and managed communications for several Horizon projects. She began her career at EuroACE, supporting the influential Renovate Europe campaign. Roberta’s expertise lies in transforming complex energy efficiency goals into compelling narratives through expert media relations, branding, and cross-channel marketing.
Sara Picone – Agenzia per l’Energia e lo Sviluppo Sostenibile (IT)
PhD in Environmental Technology from Wageningen University, after a Master’s in Geology, currently project manager at AESS, where she is in charge of developing and managing innovative projects dealing with energy planning, capacity building and technical support for municipalities. She has over 10 years of experience in collaborative projects contributing to climate change mitigation.
Simona Tršinar – REGEA (HR)
Simona Tršinar, as a Senior Project Manager at REGEA, manages projects focused on climate neutrality, green energy, and integrating climate policies into spatial planning. Through her work, she actively supports projects that have a long-term impact on the energy transition and sustainable development. During her career, she was actively involved in various publications, energy and climate action plans, and projects such as NECPlatform, which supports the development of the National Energy and Climate Plan for the Republic of Croatia. At REGEA, Simona works on projects funded by programs like ERASMUS+, EUKI, LIFE CET, and Horizon Europe, with a particular focus on the energy transition and achieving climate neutrality.
