2026 Brussels Declaration on the New EU Climate Resilience Framework

On June 4th 2026, in the scope of the Climate Chance Brussels Summit, FEDARENE signed the Brussels declaration of European Non-State Actors. On this occasion, European non-state actors and territorial authorities reaffirmed their determination to contribute actively to the design, implementation, monitoring, and evaluation of European climate resilience policies, as leading partners of European institutions and Member States. Therefore, signatory manifested priorities for the future European Climate Resilience and Risk Management Framework (scheduled for late 2026). In particular:

  • The adoption of a common European climate reference scenario.
  • Anticipation rather than reaction.
  • Cross-sectoral integration and horizontal mainstreaming by applying the climate resilience by design principle across all sectors and at all levels of governance.
  • Climate security for all European citizens.
  • The importance of agricultural policies fully incorporating the unavoidable transformation of production conditions.

The declaration also recalls key imperatives:

  1. Reaffirm the importance of allocating resources from the Multiannual Financial Framework (2028–2034) to territorial adaptation policies.
  2. Build a culture of resilience by informing and mobilising European citizens but also business and public authorities.
  3. Rethink the insurance framework by making it more robust, pooling extreme risks at EU level.
  4. Systematically integrate analyses of systemic risks and cascading effects between sectors, territories, and critical infrastructures.
  5. Strengthen coordination by enhancing European platforms and tools for exchange.
  6. Maintain a strong pillar of international solidarity towards the most exposed territories.
  7. Support adaptation and resilience, in light of all the above objectives, as a competitiveness and security agenda.
