The new Learning Handbook on Energy Agencies, developed by FEDARENE in the framework of the PROSPECT CUBE project, provides practical answers to these questions.
Energy agencies have become indispensable actors in Europe’s energy transition. Acting as trusted, non-commercial organisations with a public mandate, they support local and regional authorities, businesses, and citizens in navigating the technical, financial, and governance challenges of the transition. Today, more than 320 energy agencies operate across Europe, serving as key enablers of energy efficiency, renewable energy deployment, climate adaptation, and innovative financing solutions.
This handbook is designed as a practical learning resource for local and regional authorities, existing and emerging energy agencies, policymakers, public utilities, funding bodies, and all stakeholders involved in the energy transition. It provides a comprehensive overview of why energy agencies matter, how they are established and governed, and how they can be used as effective delivery vehicles for climate and energy action.
Through decades of European experience, practical examples, and lessons learned from across the continent, the publication explores key topics including:
