EU Peers Policy Recommendations

We are delighted to present the EU Peers Policy Recommendations, a comprehensive set of proposals designed to unlock the full potential of One-Stop Shops (OSS) and accelerate the renovation of Europe’s building stock.

These recommendations draw on extensive research, practical experience and insights gathered from stakeholders across multiple European Member States. They provide a clear and actionable roadmap for policymakers seeking to make energy renovation simpler, more accessible and more effective for citizens.

The recommendations are now available in the EU Peers Knowledge Hub and are formed of:

• Country-Specific Recommendations (France, Italy, Spain, Ireland, Hungary and the Baltics)

As Europe moves towards the implementation of its climate and energy objectives, the role of One-Stop Shops has never been more important. OSS models are now explicitly recognised within the EU legislative framework through both the Energy Efficiency Directive (EED) and the Energy Performance of Buildings Directive (EPBD). With Member States currently transposing these directives into national legislation, a unique opportunity exists to establish the conditions needed for OSS initiatives to scale up and deliver meaningful impact.

The EU Peers Policy Recommendations highlight the measures required to transform this potential into reality. They address key barriers and identify practical solutions that can support the widespread deployment of One-Stop Shops, enabling citizens to navigate the renovation journey more confidently while helping governments achieve their energy efficiency and decarbonisation goals.

The European recommendations focus on the policy and regulatory changes needed at European and national levels to strengthen the enabling framework for OSS models. They call for coordinated action to ensure long-term market development, improve access to renovation services, and create the stability required for investment and innovation.

Complementing this work, the country-specific recommendations provide tailored proposals for France, Italy, Spain, Ireland, Hungary and the Baltic region. These recommendations reflect national contexts and priorities while remaining aligned with the broader European vision. The lessons and insights developed at national level have also informed the overarching European recommendations, ensuring they are grounded in real-world experience and practical implementation challenges.
