Joint Statement on Energy Performance of Buildings Directive Transposition

FEDARENE is delighted to stand together with a broad coalition of European organisations in a joint statement on the transposition of the revised Energy Performance of Buildings Directive (EPBD). The statement welcomes the European Commission’s decision, taken on 15 July, to follow up with all 27 Member States on this transposition.

This follow-up is considered an important step towards ensuring that the Directive is implemented effectively across the EU. Timely and proper transposition and enforcement are seen as essential to uphold the credibility of EU building policy, and to provide clarity and certainty for all stakeholders. This will help create a predictable regulatory framework, support market confidence and mobilise investment in the building sector.

This matters because buildings account for around 40% of the EU’s final energy consumption, the picture on transposition remains mixed across Member States, and several EPBD provisions are at risk of being weakened, delayed or left unenforced in practice.

The Directive must be made workable in practice, with:

• Clear guidance
• Effective compliance and verification mechanisms
• Sufficient administrative capacity
• Investment in skills
• Strong coordination between national, regional and local authorities as well as market actors

The European Commission and Member States are called on to work together to ensure that the EPBD is fully transposed and effectively implemented. In addition, citizens, businesses, building owners, professionals and public authorities should have the clarity and certainty they need to act.
