Over the past few years, IRE promoted in Liguria such innovative schemes. The agency elaborated the approved investment programmes to access the EIB ELENA funding scheme for the Province of Savona and the Metropolitan Area of Genova. ELENA Savona, named “PROSPER” for the retrofitting of public buildings and lighting as well as wooden biomass heating in greenhouses, reaches investments for €42 million planned in 33 Municipalities.
In Genova (Liguria’s main town, with 600.000+ inhabitants), the ELENA project “GEN-IUS” involves 26 neighbouring Municipalities and 3 public companies. It plans €39 million investments for the renovation of public buildings, home automation, public street lighting and district heating. IRE also elaborated the approved Horizon 2020 PDA project “enerSHIFT” on the retrofitting of social housing buildings through EPC, of which it is also a technical partner. Starting in 2016, “enerSHIFT” will generate investments for €15 million, to be used for the retrofitting of 67 social housing buildings in the four provinces of Liguria (about 240.000 sqm and 3500 low-income households involved).
Innovative financing schemes such as EPC (Energy Performance Contracting) are crucial tools for the energy renovation of public buildings and lighting, as they do not require investments from institutions.
These three projects show IRE’s expertise in the field of EPC and are of strategic importance for Liguria, as they contribute to reaching the energy efficiency objectives set by the EU, promote technological innovation and reduce consumption in a period in which public administrations’ resources are scarce.
