The National Agreement will establish, at least, the basic guidelines for action and the principles behind the future Catalan energy model within the framework of the targets established by the European Union in the field of energy by 2020, 2030 and 2050, taking into account economic, environmental and social sustainability, and the security and reliability of energy supply under the Catalan energy model.

National Agreement for the energy transition of Catalonia

In February 2017, the base document for constituting the National Agreement for the energy transition of Catalunya was approved. The Catalan Energy Institute (ICAEN) acted as the technical office for the National Agreement for the energy transition of Catalonia. The Agreement emerged from the need to generate a dialogue between all political forces and representatives of civil society to agree on a new energy model that is innovative, competitive, decentralised, participatory, democratic and socially inclusive in the medium and long term. The model should also be in line with the objectives of the European Union in the field of energy.

The National Agreement for the energy transition of Catalonia is the result of a consultation process involving the entities of the economic, social and energy sectors, the political parties and the Ministries of the Catalan Government related to the energy field. It proposes to establish an energy model based at 100% on renewable energy by 2050.

This new Catalan energy policy is needed in order to maintain and guarantee future economic development and social welfare and to successfully combat climate change, local pollution and other environmental impacts in Catalunya and to reduce the country’s great dependence on fossil fuels. In accordance with this, the Agreement proposes a specific and ambitious indicative long-term goal, consisting in establish an energy model based 100% on renewable energy, preferably by 2050 if this is possible technically, environmentally and economically.
