Biography

As the CEO of AdEPorto, Rui Pimienta leads decarbonisation strategies for cities and regions, coordinating innovative projects at national and European levels. His work focuses on municipal energy planning, energy efficiency, decentralised renewable energy production, and energy poverty mitigation. 

He actively supports the Municipality of Porto in the European Commission’s Mission for 100 Climate-Neutral and Smart Cities by 2030. Additionally, he collaborates with the Portuguese Network of Energy and Environment Agencies (RNAE) to drive local and regional energy transition efforts. 

Before joining AdEPorto, he gained experience in the renewable energy sector, particularly in photovoltaic and wind energy projects, acting as both a promoter and strategic consultant. 

Rui is the Vice-President for Renewable Energy Communities at FEDARENE, supporting local actors’ role in the energy transition. Building on past and ongoing projects that strengthen renewable energy communities across Europe, Rui’s work aims to empower energy agencies and regions to deliver impactful climate and energy actions. 

Challenges facing renewable energy communities that Rui plans to address in his term at FEDARENE include fragmented national frameworks, insufficient technical support, limited access to finance, and low awareness among local actors. By promoting cooperation and knowledge exchanges, Rui advocates for community energy models that are socially fair, economically viable, and technically sound.
