How can regions accelerate investment in energy efficiency and decarbonisation when public grants are not enough and building owners, businesses and public authorities cannot or do not want to take on additional debt?
Third-party investment models offer one possible answer. By shifting the upfront investment and, in some cases, the ownership and performance risk away from the final beneficiary, these models can make energy and decarbonisation projects possible that might otherwise remain on the drawing board.
But what role can regional public actors play in making these models work?
In this Prospect Cube webinar, we will explore how regional energy agencies and public actors are using different approaches to unlock investment: from directly investing in and owning decarbonisation assets, to aggregating projects, structuring investment pipelines, and acting as trusted intermediaries between public authorities, businesses and private investors.
We will hear from two regional experiences:
- AREC Occitanie, which operates FITEO, a third-party investment scheme enabling SMEs and mid-caps to undertake industrial and tertiary-sector decarbonisation without carrying the upfront investment on their balance sheet.
- AGENEX in Extremadura, which developed the GREENER-Ex initiative to build a pipeline of energy-efficiency and renewable-energy investments, supporting municipalities and public authorities in structuring projects and deploying ESCO and energy performance contract models.
These experiences illustrate different ways in which regional actors can help overcome financial and institutional barriers to the energy transition and the challenges they encounter along the way.
