Integrated planning for regional and local climate action

Date November 17, 2026
Time 10:30 - 12:00 Brussels time

About the Event

REGILIENCE + project, is organising its first policy talks to discuss integrated planning for regional and local climate action with a particular focus on how to navigate the different planning frameworks available at the EU level. In particular, the SECAPs, the Climate City Contracts and the Pathways 2 Resilience methodology.

This policy talk launches the REGILIENCE+ series, “What policy framework for climate resilient local and regional authorities?“, designed to explore planning frameworks, practical experiences, and emerging concepts that support local climate resilience.

This first policy talk, “Integrated planning for regional and local climate action“, will bring together representatives of key European initiatives, local and regional authorities and experts to exchange experiences and discuss how different planning approaches can be better aligned.

Particular attention will be given to the synergies between Sustainable Energy and Climate Action Plans (SECAPs), Climate City Contracts and the Pathways2Resilience methodology, drawing on practical experiences from cities and regions. To complement these presentations, the cities of Barcelona, Budapest, and Zagreb share their first-hand perspectives on working with all three frameworks, offering insight into their practical experiences and the distinct benefits of each. Additionally, a representative from the IN-PLAN project shares local and regional experiences along with policy recommendations. The final panel discussion is moderated by North-West Croatia Regional Energy and Climate Agency (REGEA), an energy and climate agency with expertise in supporting local authorities across these three planning frameworks.

Ultimately, the session aims to collect insights and develop concrete recommendations to inform ongoing EU policy discussions, particularly regarding the EU Mission on Adaptation to Climate Change and the evolving EU climate resilience framework.
