Across Europe, cities and regions are stepping up to deliver the energy and climate transition. But turning plans into action requires more than ambition, it needs the right knowledge, tools and peers.
That’s where the SPARKLE Schools come in: immersive, practice-oriented training events helping local and regional authorities (LRAs) bring the green transition to life.
What are the SPARKLE Schools?
The SPARKLE Schools are a series of five thematic, in-person events forming part of the broader Sustainable Planning And Resilience Knowledge Learning Environment (SPARKLE) initiative.
Each School focuses on a key pillar of the green transition: Governance, Fossil-free districts, Community energy, Sustainable food systems, Resource-wise local economies.
They are designed for public officers driving the green transition in their territories, offering interactive learning, peer exchange, study visits and hands-on workshops that inspire practical action.
The 2026 SPARKLE Schools at a glance
All Schools are delivered in English, with interpretation available to and from the local language.

How to participate & scholarship opportunities
Each School is open to LRAs across Europe, with two participation streams:
- Fully funded scholarship: 10 participants (2 from each of 5 LRAs) per School will have travel, accommodation and subsistence costs covered (up to 1400 euro per person). Applicants must complete prerequisite e-learning courses, submit a letter of commitment and indicate both a technical officer and a political delegate.
- Self-funded fellow: 10 additional places per School are open for LRAs able to cover their own costs.
