Sustainable Planning and Resilience Knowledge Learning Environment

SPARKLE (Sustainable Planning and Resilience Knowledge Learning Environment) is a pioneering capacity-building programme designed to equip over 600 local and regional authorities (LRAs) with the knowledge, skills, tools and support they need to plan and implement their clean energy transition.

The project brings together five European cities, Albertville, Calenzano, Guimarães, Poreč and Vilnius , supported by a consortium of technical partners: Energy Cities, ACR+, FEDARENE, REScoop.eu, AMIESTAS, BETA Technological Centre (UVic-UCC), Climact, ANCI Toscana and Laboratorio da Paisagem.

SPARKLE focuses on five key areas: future-proof governance, fossil-free districts and buildings, community energy, resource-wise economies and sustainable food systems.

SPARKLE's Learning Pillars

To help local and regional authorities turn knowledge into action, SPARKLE offers a range of free learning and support opportunities:

  • An open-access online learning platform featuring a common learning track covering the fundamentals of climate planning, alongside five specialised tracks exploring governance, fossil-free districts and buildings, community energy, sustainable food systems, and resource-wise economies.
  • Five in-person thematic SPARKLE Schools for 150 policymakers and civil servants, offering opportunities to explore practical solutions and exchange experiences. Discover the SPARKLE Schools.
  • Mentoring and peer-to-peer support to help authorities apply what they learn, address local challenges and learn from one another’s experiences.
  • A free, open-access transition pathway modelling tool to support authorities in planning their transition, engaging stakeholders and making informed decisions.
