Empowering local and regional authorities' clean energy transition capacities through digitalization and networking

The overall objective of LEADnet is to empower Local and Regional Authorities (LRA) with comprehensive skills and advanced technical tools that will enable them to plan, implement and monitor ambitious Clean Energy Transition (CET) programmes that are tailored to their local specificities.

LEADnet will put into practice an integrated approach combining capacity building and technical assistance to support LRAs in the implementation of sustainable energy actions. The project is conceived as an innovative methodology for adaptable knowledge building and implementation of CET actions in the context of the diversity of territorial conditions and a variety of necessities for skills and knowledge by part of the public officers. The proposed concept is based on digitalization and data-driven approaches aimed at enhancing the decision-making, implementation, and monitoring of the energy transition process. It will also enhance the deployment and reuse of modular capacity building material that can be easily retrieved and combined to offer capacity-building tailored to the user profile and the local necessities, also fostering the scaling up and the replication.

The project will build on the existing platform from the ePLANET project that already gathers and shares data between LRAs. It will couple it with an open-source Knowledge Management System (KMS) deploying modular capacity building material, and will integrate on top a Smart Management Layer enhanced with intelligent algorithms that will increase the tailoring capabilities and will speed up the access to information. The system functionalities and the capacity building material will be co-created with an extensive group of users and demonstrated in three large regions in Spain, France and Sweden, directly involving more than 1000 public officers in the training.
