Transition Action for Local Authorities: IMPACT on Heating & Cooling

Heating and Cooling (H&C) account for more than half of Europe’s final energy consumption. Yet, despite its major role in reaching climate targets, structured urban planning remains significantly underdeveloped in Central and Southeastern Europe.

The TALA-IMPACT project addresses this critical gap by developing actionable H&C Plans across five European capital cities, directly targeting nearly 5 million citizens.

The Challenge: Transforming Urban Energy Infrastructure

Decarbonising urban energy requires tailor-made strategies that reflect each city’s distinct energy mix, building stock, and existing infrastructure. By involving five capitals with highly diverse energy profiles and nearly 5 million inhabitants, TALA builds adaptable blueprints for regional energy transformation.

Participating Capital Cities

  • Bucharest (Romania) — 1.7M inhabitants
    • Manages one of the largest district heating systems in the EU, supplying approximately 570,000 households where space heating dominates the energy balance.
  • Budapest (Hungary) — 1.7M inhabitants
    • Operates the country’s largest district heating network, covering around 250,000 dwellings and accounting for a major share of municipal energy demand.
  • Zagreb (Croatia) — 0.8M inhabitants
    • Relies primarily on natural gas for heat production, with around 105,000 dwellings connected to its district heating system.
  • Skopje (North Macedonia) — 0.5M inhabitants
    • Operates an urban district heating network supplying approximately 64,000 dwellings.
  • Podgorica (Montenegro) — 0.2M inhabitants
    • Currently lacks a district heating network; primarily uses electricity generated from fossil fuels for building energy needs.

A Regional Lighthouse for H&C Plan Development

TALA goes beyond individual city planning, it establishes a scalable methodology transferable to local authorities across Europe.

By testing H&C plan development across cities and strengthening local capacities for energy planning and investment priorities, TALA provides tested pathways for cities of all sizes to decarbonise their H&C sectors. The pilot capital cities will serve as regional lighthouses, inspiring and guiding municipalities on national and European levels.
