Learning Handbook on One-Stop Shops for Building Renovation

FEDARENE’s new Learning Handbook on One-Stop Shops for Building Renovation, developed under PROSPECT CUBE, shows how a single point of contact can simplify renovation for citizens and authorities.

Learning Handbook on One-Stop Shops for Building Renovation

How can local and regional authorities make building renovation simpler, faster and more accessible for citizens? What does it take to turn a fragmented, confusing process into a single, trusted point of contact?

The new Learning Handbook on One-Stop Shops for Building Renovation, developed by FEDARENE in the framework of the PROSPECT CUBE project, offers practical guidance on exactly this.

One-Stop Shops (OSS) have become a cornerstone of the EU’s approach to building renovation. Recognised in both the recast Energy Efficiency Directive and the revised Energy Performance of Buildings Directive, they act as a single entry point connecting homeowners, public authorities and businesses with the technical, financial and administrative support needed to carry out renovation projects. Through without having to navigate a maze of separate actors and institutions on their own.

This handbook is designed as a practical resource for local and regional authorities, existing and emerging One-Stop Shops, energy and climate agencies, financial institutions, and other stakeholders across the renovation ecosystem. It offers a comprehensive overview of what One-Stop Shops are, the different forms they can take, and how to set one up from the ground up.

Drawing on real examples from across Europe and lessons from projects such as BAPAURA, Opengela, Renov’Occitanie and RenoWatt, the handbook covers key topics including:

  • How One-Stop Shops fit within the EU policy framework, from the EED and EPBD to Commission Recommendation 2026/536.
  • The different types of One-Stop Shops, by target group, service model, legal status and funding source.
  • The factors that determine success, from management and partnerships to communication and visibility.
  • A practical eight-step approach to setting up a new One-Stop Shop.
  • The growing role of digitalisation, and the EU funding streams available to support OSS development.

What makes this handbook particularly useful is its practical focus. Rather than treating One-Stop Shops as an abstract concept, it walks readers through concrete decisions, from choosing a legal status and defining a customer journey, to building the right partnerships and securing long-term funding beyond initial EU support.

Whether you are exploring the creation of a new One-Stop Shop, looking to expand the services of an existing one, or simply want to understand how this model can accelerate renovation in your territory. This handbook offers proven approaches and inspiration drawn from initiatives across Europe.
