As part of its efforts to strengthen multilevel governance and accelerate local energy transitions, OCTOPUS has developed a Charter for its seven Enabling Organisational Networks (EONs) across Europe.
The Charter establishes a common framework for cooperation among local and regional authorities, energy agencies, public institutions and other stakeholders involved in the clean energy transition. It sets out shared principles, objectives and engagement models while allowing each network to adapt to the specific needs and realities of its territory.
By formalising the foundations of the EONs, the Charter supports knowledge exchange, capacity building and long-term collaboration, helping ensure that these networks can continue driving climate and energy action beyond the lifetime of the OCTOPUS project.
