Open Letter on the Future EU Budget: Strengthening Competitiveness Through Multilevel Governance

As negotiations on the next EU long-term budget enter a decisive phase, the Local Alliance has addressed an open letter to Heads of State and Government ahead of the European Council meeting of 18–19 June 2026. Representing cities, regions, energy agencies and local government associations across Europe, the coalition highlights the essential role of local and regional authorities in translating EU priorities into tangible results for citizens.

The letter calls for a place-based Multiannual Financial Framework (MFF) built on multilevel governance, predictable funding and strong territorial partnerships. It supports key recommendations put forward by the European Parliament on the future EU budget, including stronger National and Regional Partnership Plans, continued investment through Cohesion Policy, and a European Competitiveness Fund that recognises local and regional authorities as implementation partners. The signatories also stress the importance of territorial innovation tools, administrative capacity building and Coordination and Support Actions to accelerate Europe’s competitiveness and clean energy transition.
