Produce biomethane and know how to valorize it in BioGNV on its territory

This guide provides insight as well as legal and contractual tools to enable communities to produce biomethane and promote its consumption locally.

Many local authorities are wondering about the opportunity to produce biomethane and the possibility of valorizing it into fuel on their territory at a competitive price, either for their own uses (bus or household waste skip, for example), or for the needs of actors who are partners of the local authority and potential users of BioGNV via a public station on the territory. They face difficulties in understanding the mechanism of guarantees of origin that allows a production, on a given site, to be valued on another site, technically disconnected.

This guide provides insight as well as legal and contractual tools to enable communities to produce biomethane and promote its consumption locally.

It is intended to be practical, providing local authorities with illustrations of different strategies and keys to ensure the destination of production or the source of supply. It consists of an introductory section explaining the mechanisms involved and practical information sheets.

This work is the result of a collaboration between Auvergne-Rhône-Alpes Énergie Environnement, l’ADEME et GrDF as well as three communities involved and willing to valorize their biomethane : the Pays Rochois, the Metropolis of Lyon and Vienne Condrieu Agglomération. The work has benefited from the advice of the law firm, ADAMAS, in order to refine the options and to secure the choices.
