Biography

Alfonso Arroyo Gonzalez has served as the Director of the Castilla y León Regional Energy Agency (EREN), part of the Regional Government of Castilla y León, since August 2019. He holds a Law Degree (LL.B.), from the University of Valladolid, Spain, and has been a Senior Civil Servant in the Higher Corps of the Administration of the Autonomous Community of Castilla y León since 2004.

He served as General Director for Energy and Mining in the Regional Government of Castilla y León from 2019 to 2026, having previously held the position of Coordinator from 2011 to 2019. He also served as President of ENERAGEN (Spanish Association of Energy Agencies) from 2019 to 2021.

During his tenure in the Regional Government of Castilla y León, Alfonso served as President of the Regional Working Table for the Just Transition in Castilla y León, represented the Region on IDAE‘s Advisory Committee, was Vice-President of the Santa Bárbara Foundation, and served as a member of the Board of Trustees of the Supercomputer Foundation.

As FEDARENE’s Vice-President for Sustainable Heating and Cooling, Alfonso promotes the adoption of efficient, cost-effective, clean, and environmentally friendly heating and cooling systems across Europe. His work draws on experience implementing EU projects and seeks to support energy agencies in scaling up renewable heating and cooling solutions in their territories. 

During his mandate, Alfonso will facilitate knowledge exchange on best practices, lessons learned from projects such as REPLACE and GREEN4HEAT, and the management of funding instruments for renewable heating and cooling. He also aims to follow developments in EU and national policies, including the Heating & Cooling Strategy and Social Climate Fund, ensuring that regional energy agencies are well-positioned to contribute to the decarbonisation of Europe’s heating and cooling sector.
