PROSPECT CUBE provides a tested and robust capacity-building programme designed to equip local and regional authorities with the right skills to implement sustainable energy actions.

Unlike traditional approaches that rely solely on public funding, PROSPECT CUBE focuses on leveraging private capital through innovative financing schemes and enabling structures such as one-stop shops, energy agencies, and energy communities.

The PROSPECT CUBE capacity-building programme (CBP) is tailored to the specific needs and constraints of Local and Regional Authorities (LRAs). The programme is delivered in modular formats that can easily adapt to the time availability of public officials, ensuring accessibility and practical relevance.

Access to Financing for Local and Regional Authorities

Thanks to its scale and outreach, PROSPECT CUBE aims to become a key entry point to a wide range of EU programmes and financing opportunities, particularly for smaller LRAs that may have limited knowledge or overview of available resources. The programme also collects insights and needs from LRAs on the ground, feeding this information to EU and national policymakers, while providing participating authorities with up-to-date guidance on policy development.

PROSPECT CUBE aspires to engage 500 LRAs in its community, with 356 actively participating in the learning programme and advanced mentoring. The project builds on the successes of two previous initiatives – H2020 PROSPECT (2017–2020) and H2020 PROSPECT+ (2022–2025) – which, over the past eight years, have helped more than 400 cities and regions enhance their capacities and skills in sustainable energy implementation.

PROSPECT Cube Project Partners

The consortium behind PROSPECT CUBE includes three knowledge hubs (IEECP, EURAC, UPRC), two EU networks (FEDARENE and EnergyCities), and seven internal mentors (ESV, AURA-EE, AESS, TEA, IDEVA, SEMMO, ENERGAP) – all of whom have extensive experience in supporting LRAs or energy agencies with innovative financing schemes and enabling structures for sustainable energy projects.
