The LIFE European City Facility (LIFE EUCF 3.0) is looking for a National Hub in Finland to support municipalities in developing sustainable energy investment projects and accessing financing for their energy transition ambitions.

This is a unique opportunity for an experienced organisation or expert with strong knowledge of sustainable energy, climate finance, and municipal capacity-building to become a key national partner in one of Europe’s flagship initiatives supporting local energy investments. Supporting Local Energy Investment Across Europe

Municipalities play a central role in achieving Europe’s climate and energy objectives. However, many local authorities face challenges in transforming their climate and energy plans into concrete investment projects that can attract public or private financing.

The LIFE European City Facility 3.0 addresses this gap by providing municipalities with:

  • Tailored support and capacity-building
  • Access to expertise on investment development
  • Lump-sum financial support of up to € 60 000 to develop investment concepts
  • Guidance towards future financing opportunities and project implementation

Through LIFE EUCF 3.0, local authorities can strengthen their investment readiness and accelerate projects related to energy efficiency, renewable energy, and sustainable heating and cooling.

The Role of the National Hub (NHub)

National Hubs are a cornerstone of the LIFE EUCF 3.0 support system. They provide guidance in the national language and act as a bridge between local authorities and the project’s Core Management Team.

The selected National Hub for Finland will:

  • Promote LIFE EUCF calls to municipalities and local authorities
  • Explain eligibility and selection criteria to potential applicants
  • Support municipalities throughout the application process
  • Assist beneficiaries in developing and implementing investment concepts
  • Facilitate communication between local authorities and the LIFE EUCF consortium
  • Help monitor progress and ensure successful delivery of project activities

The position offers the opportunity to work closely with municipalities across Finland and contribute directly to the country’s sustainable energy transition.

Who Should Apply?

The call is open to both legal entities and natural persons with substantial experience in sustainable energy and climate finance.

Applicants should demonstrate:

  • At least five years of experience in finance and climate-related activities, with a focus on sustainable energy in Finland
  • Experience supporting local authorities through advisory services or capacity-building activities
  • Knowledge of energy efficiency, heating and cooling, renewable energy, and investment development
  • Strong connections with municipalities and local stakeholders
  • Excellent communication skills in Finnish and English

The lead expert must have a minimum English level of C1 and native-level or C2 proficiency in Finnish.

Contract Value and Project Duration

The selected National Hub will begin activities in September 2026 and support the implementation of LIFE EUCF 3.0 throughout the project period.

The maximum contract value is € 29 500 (including all taxes), covering the delivery of services as well as participation in project meetings and national promotional activities.
