Energy communities, their potential and how to boost citizen engagement
8 June from 15:00 to 17:45 CEST
The final conference of the LIFE-funded projects POWER-E-COM, DISCOVER and ISLET, bringing together practitioners, policymakers, local authorities and citizens to explore how Renewable Energy Communities can be developed across Europe. The session will share practical lessons, tools and best practices from regions and islands working on community energy, while looking at key barriers and how to overcome them.

Plugging the gap: how to make local heating and cooling plans investable
9 June from 14:30 to 16:00 CEST
How can local planning, managed gas decommissioning, and EU funding & technical support unlock real investments that help cities phase out fossil heating, while strengthening security & affordability? Achieving energy security, affordability, and climate targets requires decarbonising heating through bold, actionable local planning. The EU is pushing for cities to prepare heating and cooling plans, but financing their implementation lags behind – what can be done? With contributions from the EU City Facility, the session will explore how targeted support and financing tools can help bridge this gap and turn plans into concrete investments.

ManagEnergy Talk: When Europe heats up: can our energy system keep its cool?

What happens when a European city reaches 50°C? This ManagEnergy Talk will explore how extreme heat is already changing the way cities think about cooling, infrastructure, and energy demand. Through real-world examples and strategic reflection, the session will invite participants to consider a key question: how do we build energy systems that are not only decarbonised, but also resilient, reliable, and ready for a hotter future? A networking cocktail will follow the discussion.

Cross-Border Energy Communities and interregional cooperation: fostering the development of energy communities across borders

This session will explore the challenges and opportunities linked to cross-border energy communities and wider interregional cooperation, while showcasing existing examples and available support mechanisms. By bringing together European institutions, regional stakeholders, and practitioners, the discussion will look at how cooperation across borders can help strengthen local energy initiatives and expand the role of energy communities. The session will also feature Rachel Tully from AGENEX, who will contribute valuable experience from the ground.

From transposition to delivery: how local and regional authorities drive public building renovation
10 June from 9:30 to 11:00 CEST
Turning the EED and EPBD into real renovation on the ground requires more than legislation. This session will focus on how local and regional authorities are making public building renovation happen through practical delivery models, technical support, and long-term planning. Building on experiences from CROSS, Facilita, and Baobap, and with contributions from AURA-EE and REGEA, the discussion will show how Energy Agencies help translate policy into action, support municipalities, and scale up renovation efforts where they matter most.

The Citizen Energy Package: empowering and protecting consumers for more affordable energy
10 June from 11:30 to 13:00 CEST
How can citizens be better supported to access solutions that genuinely lower their energy bills? This session will bring together policymakers, citizen-energy practitioners, and local actors to explore what helps, and what still holds people back, when it comes to affordable energy. The discussion will look at how proven solutions can be designed and delivered in ways that increase uptake, strengthen consumer trust, and make energy affordability more accessible in practice. The session will also feature Christiane Egger from OÖ Energiesparverband, who will bring valuable on-the-ground experience to the debate.

Governance 2.0 for the Post-2030 Energy Union
10 June from 14:30 to 16:00 CEST
As Europe looks beyond 2030, this session will ask what kind of governance framework is needed to keep the Energy Union competitive, coordinated, and secure. Bringing together voices from DG ENER, the European Investment Bank, Eurelectric, and local and regional energy actors, the discussion will focus on the future of EU energy policy and the planned revision of the Governance Regulation. The session will also feature Benedetta Brighenti, President of AESS, who will bring the perspective of local and regional energy agencies to the debate on how better governance can connect European ambition with implementation on the ground.

What’s the story? New narratives for energy transition

The energy transition also depends on the stories we tell about it. This session will explore how stronger and more compelling narratives can help support the implementation of the EU Green Deal and broader energy and climate policies. Bringing together insights from EEW5, ManagEnergy, and local and regional experience, the discussion will show how communication can motivate action, build trust, and create stronger public and political support for the transition.

Europe’s powerhouse: energy communities and affordable housing for a just Energy Union
10 June from 16:30 to 18:00 CEST
How can energy communities and better housing help make the Energy Union fairer and more resilient? This session will look at how local action can address both energy affordability and social justice, while supporting Europe’s wider energy goals. Led by REScoop.eu in cooperation with Opengela and CLR, the discussion will bring together perspectives from EU institutions, practitioners, and local actors to explore concrete ways to empower citizens, strengthen affordable housing, and make the clean energy transition work for everyone.

11 June from 09:30 to 11:00 CEST
Organised by the EU Climate Pact and the EUSEW Young Energy Ambassadors, this session will explore how energy communities can better engage young people as key actors in the energy transition. Through case studies and experiences from across Europe, the discussion will look at how Renewable Energy Communities can involve young people more effectively, strengthen participation, and build the skills and profiles needed for the future. The session will feature Marco Costa from AESS as a speaker and Mélissa Miklos from FEDARENE as moderator.

Unlocking the potential of EU funds to drive a community-led, clean and competitive transition
11 June from 09:30 to 11:00 CEST
This session will explore how EU public funding streams, including Cohesion Policy, can better support energy communities and help deliver a cleaner, more competitive, and more resilient energy transition. With contributions from European institutions, practitioners, and community energy experts, the discussion will look at how funding can be shaped to strengthen local resilience, improve energy security, and support SMEs. The session is particularly relevant for the work of ENERCOM and others interested in making community-led energy projects more accessible and investable.

From policy to practice: inclusive urban energy communities
11 June from 09:30 to 11:00 CEST
This session, featuring insights from the EU Covenant of Mayors, will explore how energy communities can include vulnerable households, reduce energy poverty and empower cities to deliver a fair, affordable and participatory energy transition.

Local heating and cooling plans: operationalising the Energy Performance of Buildings Directive and the Energy Efficiency Directive
11 June from 14:00 to 15:30 CEST
How can better data lead to better local energy planning? This session will explore how data, interoperability, and building stock information can support the implementation of the EPBD and EED, especially when preparing local heating and cooling plans. Bringing together European institutions, technical experts, and practitioners, including Energikontor Norr, the discussion will focus on how to move from fragmented information to practical tools for planning, decision-making, and local delivery.

Rebuilding Mediterranean cities together: community engagement and innovative finance for climate neutrality
11 June from 16:00 to 17:30 CEST
With grants no longer sufficient to meet climate goals, this session will explore how cities can use new financial tools, supportive policies, and community-led approaches to unlock local energy investments. Bringing together perspectives from across the Mediterranean, the discussion will highlight how fiscal instruments and innovative finance can help drive climate neutrality in cities. The session will be moderated by Julije Domac, President of FEDARENE, and will feature speakers working on energy efficiency, urban development, and public finance.
