Discover how municipalities can monetise energy savings through CAEs. Join the first Spanish-language FACILITA CoP workshop for local and regional authorities.

The FACILITA Community of Practice (CoP) returns on Wednesday 30 September for an engaging session dedicated to Spanish Energy Saving Certificates (Certificados de Ahorro Energético, CAE) and their practical application within local and regional Spanish public authorities. Given the focus on the Spanish context, this will be the first FACILITA CoP session conducted entirely in Spanish (with the possibility of automated subtitles), offering a deep dive into Spain’s approach to implementing energy savings.

This workshop moves beyond theoretical concepts to deliver clear, actionable case studies tailored to public administration representatives in Spain. Participants will discover how CAEs offer concrete opportunities for municipalities, how to navigate legal and procurement frameworks, and how to scale up implementation through aggregation models and energy service contracts. Introduction of CAEs and public authorities

  • Opportunities offered by CAEs, their legal nature, and the primary legal and contractual alternatives available for monetising energy savings.

Municipal practical case: opportunity identification to implementation

  • A real-world perspective from a municipality navigating the CAE process, highlighting procurement and property considerations, overcome obstacles, and key lessons learnt.

Aggregation & support models for multiple municipalities

  • How common instruments and technical assistance frameworks overcome technical and legal capacity constraints in municipalities.

Integrating CAEs into energy service contracting models

  • Incorporating CAEs directly into public procurement procedures and long-term energy service contracts rather than treating them solely as stand-alone operations.

A collaborative space for public building renovation

The FACILITA CoP provides a space for local and regional authorities, energy agencies, and project partners to share practices, challenges, and solutions related to One-Stop-Shop (OSS) development for public building renovation. This upcoming session continues the community’s mission to strengthen cooperation and foster innovation in the governance of energy renovation services.
