The second call for applications for the PROSPECT Cube peer-learning programme is now open, inviting local and regional authorities and their Energy Agencies to join European learning groups focused on innovative financing solutions for sustainable energy and climate action.

The programme, delivered through the PROSPECT Academy, aims to help public authorities strengthen their capacity to develop, finance and implement sustainable energy and climate projects by learning directly from peers and experienced mentors. Applications for this learning cycle are open until 27 November 2026.

Learn from peers and turn knowledge into action

The PROSPECT peer-learning programme offers a practical, collaborative approach to capacity building. Participants work in small groups with a dedicated mentor, exchanging experiences, exploring successful practices and identifying ways to apply innovative financing approaches in their own local and regional contexts.

The programme combines online meetings and collaborative activities with a 1.5-day study visit to the mentor’s location. This hands-on approach helps participants move beyond theoretical knowledge and gain practical insights into financing and implementing sustainable energy and climate initiatives.

Nine topics to choose from

Eligible local and regional authorities can apply to join an EU-level peer-learning group focused on one of the following topics:

  • Energy Performance Contracting
  • Blending with own funds
  • ELENA/PDA (European Local Energy Assistance / Project Development Assistance)
  • Incentives for e-mobility
  • Revolving funds
  • Leasing as a Service Model
  • One-Stop-Shops
  • Energy Agencies
  • Energy Communities
