Guidelines and Reporting Framework for the Covenant of Mayors for Climate and Energy available

To support new signatories of the new commitments of the Covenant of Mayors for Climate & Energy, launched in October 2015, the Covenant of Mayors reporting framework has been revamped.

The new reporting framework and guidance released today are the result of a consultative process with practitioners from local and regional authorities and other key stakeholders led by the Covenant of Mayors and Mayors Adapt Offices. The Sustainable Energy and Climate Action Plan (SECAP) Template now enables signatories to report on their 2030 mitigation targets and actions as well as on climate adaptation. It offers a set of graphical displays to help signatories to better capture, visualise, and evaluate their performance over time.

For the time being the SECAP Template is available only in an Excel format. The objective is to provide new signatories with a working version of the future online template that will be developed in the near future and should be available in 2017.

The Covenant online reporting platform remains the official mean for submitting Action Plans and monitoring reports in the frame of the initiative.

Local authorities committed to the 2020 Covenant of Mayors commitments will continue using the online platform as before.  Signatories to the Covenant of Mayors for Climate & Energy can use the current online platform to report on climate mitigation for 2030. As soon as the online SECAP template has been developed in 2017 full reporting on both climate mitigation and adaptation will be available through the online platform.
