The CLR Initiative supports citizen-led energy renovations through local enablers empowering communities with tailored services and knowledge sharing

The Citizen-Led Renovation Initiative is now scaling up. Building on past experience, the focus shifts from pilot actions to creating enabling conditions and structures (“enablers”) that guide energy communities in collective building energy renovations. The aim is to increase the number of citizens and communities engaged in renovation.
Enablers—selected among energy agencies, one-stop shops, federations, associations, and local authorities—act as facilitators for local energy communities. They provide tailored support services, including technical guidance, financial advice, and project management, helping communities develop strategies, access resources, and implement sustainable building renovations.
The initiative fosters local ecosystems by delivering training, workshops, and ongoing support. It promotes knowledge sharing and best practices, scaling successful local projects across Europe. In 2025, a call will be launched to recruit five additional enabling structures before the summer.
