Data4Action aims to foster collaboration models in energy data exchange between public authorities and energy data providers, to inform the design of regional and municipal sustainable energy action plans.
Energy data access can be challenging for many actors because of data ownership, commercial sensitivity, the lack of accuracy or resource. Data 4 Action, by identifying transferable models of collaboration, explores ways to improve the access of public authorities to energy data for a better implementation and a better monitoring of Sustainable Energy Action Plans.
The general purpose of Data 4 Action is the establishment of long-term data exchange models in sustainable energy planning, through a cooperation between public authorities and energy data providers. Long term collaboration models will be implemented through bilateral data exchange cooperation agreements and with the development of twelve regional observatories, representing more than five thousand municipalities.
Data 4 Action puts an emphasis on 4 activities: it improves conditions for data exchange, it mobilizes key actors and facilitates their cooperation through the creation of new observatories and it involves local authorities in the implementation and the monitoring of their Sustainable Energy Action Plans.

ENERGee Watch is the European network of regional GHG emissions and energy data Observatories. This initiative derives from the INTERREG IVC project CLIMACT Regions which identified in 2012 more than 20 regional GHG and energy observatories, some of which decided to join forces in this platform to better share experiences and methodologies in monitoring. Monitoring regional and local energy and GHG emissions data is the first and foremost, crucial, step towards identifying priority areas of intervention and thus defining regional and local energy and climate strategies (including SEAPs – Sustainable Energy Action Plans) which are relevant to the context.
