This third IN-PLAN Policy Brief highlights the results, lessons learned, and future perspectives after three years of implementing integrated planning across European municipalities. It showcases how the IN-PLAN approach supports local and regional authorities in aligning energy, mobility, and climate objectives within legally binding spatial plans, moving beyond fragmented sectoral strategies toward a unified territorial vision.
Drawing on experiences from pilot cities, the brief identifies key success factors such as strong political commitment, cross-departmental collaboration, and capacity-building, while also addressing challenges related to data availability, monitoring systems, and institutional frameworks.
It further illustrates how integrated planning can be embedded into existing planning instruments, turning strategic ambitions into enforceable rules and long-term investments, and provides insights on how to scale and institutionalise the approach at the national level.
