PLANtoACT / Partners & Pilots

PLANtoACT tackles a key challenge faced by Local and Regional Authorities (LRAs) across Europe: turning ambitious clean energy transition plans into practical, on-the-ground action. The project works with five different pilot regions in France, Italy, Romania, Germany and Portugal to create an innovative, integrated energy planning framework that aligns strategies across various levels of governance and different sectors.

The project is supported by 9 partners: 4 international organisations and research centres, and 5 pilot regions and cities.

Research centres and international associations

Eurac Research is a private research centre based in Bolzano, South Tyrol, that tackles major future challenges by developing solutions through interdisciplinary scientific research. Its work spans health, sustainable energy, environmental protection, and societal systems, aiming to translate regional insights into global applications.

The European Federation of Agencies and Regions for Energy and Environment is the premier European network of regional and local organisations which implement, co-ordinate and facilitate energy and environment policies. Regional and local agencies, regional governments and departments working in these fields, are represented in FEDARENE.

E-think is a private non-profit research and consulting institution based in Vienna, Austria. It aims to advance research in the field of energy economics at its interface with the environment and human society. Through technical, economic and environmental assessments, E-think contributes to the transition towards sustainable energy systems.

Pilot regions & cities

Alba Local Energy Agency (ALEA), established in 2008, is a non-governmental non-profit organisation that aims to contribute to the sustainable development of Alba County, Romania, by improving the current situation in energy efficiency, energy management and energy use from renewable sources.

Auvergne-Rhône-Alpes Énergie Environnement (AURA-EE) is the regional energy and environment agency of the Auvergne-Rhône-Alpes region. Created in 1978 with the support of the Regional Council, the agency aims at promoting, coordinating and developing programmes and actions in favour of sustainable energies.

AdEPorto is the energy agency of the Porto Metropolitan Area, a non-profit private association with a Public Utility status established in 2007. The agency leads energy and climate strategies and policies at the municipal level, with a focus on a just and sustainable transition.

Regione Lombardia is the governing administrative body of the Lombardy region in northern Italy. In this role, Lombardia actively contributes to developing an integrated energy planning model, creating a regional/local database and engaging stakeholders to prepare detailed clean energy strategies for heating and cooling.

Energiewende Oberland acts as the regional energy and climate agency in the region Oberland (Landkreis Miesbach, Landkreis Bad Tölz-Wolfratshausen, Landkreis Weilheim-Schongau, Landkreis Garmisch-Partenkirchen). They stand for a sustainable transformation towards a 100% renewable energy powered Oberland.
