Picardie Region’s (France) innovative Public Service Company for Energy Efficiency (called “SPEE”) in residential buildings will assist homeowners in the implementation of Energy Efficiency (EE) measures by acting as a one-stop-shop from the initial advice, carrying out of the energy audit, defining the optimal set of EE measures, contracting and overseeing the works, to providing long-term funding (either directly or in cooperation with commercial banks). The annual repayments of the loan will be designed in such a way that the amount is more or less equivalent to the energy cost savings.
A typology of the region’s buildings will be established with their potential EE measures and cost estimations. Investment cost estimates show an average range from €15,000 to 50,000 depending on the building and living area. In practice, the EE measures to implement will be adapted on a case by case basis, but with the goal of balancing 25-year energy cost savings, annual loan reimbursements and integrating the available grants.
