The new 2023 Energy Efficiency Directive: Guidance and recommendations for national planning and implementation

This report provides guidance for stakeholders on the new requirements, outlines necessary elements for National Energy and Climate Plan updates, and offers recommendations for robust implementation at the national and local levels.

Energy savings and energy efficiency are at the heart of the implementation of an efficient and fair energy transition. With the political agreement on the recast of the Energy Efficiency Directive (EED) reached in March, the EU now has a stronger legal framework to meet the objectives of the “Fit for 55 package” and of the “REPowerEU” plan and to rush the implementation of energy efficiency policies.

With less than seven years to go to meet the 2030 EU energy efficiency target, the implementation of the EED recast is a priority and will be the next challenge to make sure that energy efficiency policies are translated in the different member states. At the time of writing, the 2023 recast of the EED has not yet been published in the EU Official Journal and the two-year transposition period into the national law of the EU Member states has yet to begin.

This report aims to support stakeholders, including national and local implementers to understand the new requirements of the 2023 EED recast for selected key articles, give an outlook of what elements must be included in the NECP updates and present the Coalition for Energy Savings’ recommendations for a strong and reliable implementation of the EED at the national, and thus local level.
