The Energy Performance of Buildings Directive (EPBD) negotiations should future-proof buildings legislation at the EU level in line with 2030 climate targets and the objective of climate neutrality by 2050. But discussions between the two co-legislating EU institutions are currently still ongoing. Some more trialogues meetings are expected from September onward.
Although the directive was originally due to be published on the same timetable as the Energy Efficiency Directive, it is now behind schedule, and speculation is rife as to the outcome. The most optimistic forecast an agreement during the month of September, while the most pessimistic consider it difficult to bring the text to a successful conclusion before the end of this European mandate in June 2024.
Negotiations are struggling to make headway, as contentious issues remain between the European Parliament and the European Commission, with no real compromise in sight for the time being.
