Decarbonising heating and cooling is one of Europe’s biggest energy challenges — and regions are at the heart of the solution. Join the next ManagEnergy Online Seminar, organised with the Covenant of Mayors – Europe, to explore how local and regional actors can turn EU frameworks into real action on the ground.

Heating and cooling account for nearly half of the EU’s total energy demand — and decarbonising this sector is essential to achieving climate neutrality. Following the recent transposition of the Energy Efficiency Directive (EED), Member States are now developing national frameworks for heating and cooling planning. The next challenge: turning these frameworks into regional and local action.

Regions and energy agencies are uniquely positioned to lead this process. From mapping territorial heat demand to supporting municipalities in planning, technology choice, and financing, they play a crucial role in bringing EU ambitions to life on the ground.

In this ManagEnergy Online Seminar, co-organised with the Covenant of Mayors – Europe, EU policy and financing experts will join pioneering regional agencies to discuss:

  • How Article 25 of the EED will be implemented across Europe;
  • What financial and technical support is available for heating & cooling projects;
  • How energy agencies can combine policy instruments and diverse technologies (bioenergy, heat pumps, district heating) to drive the heat transition.

Speakers will include representatives from DG ENER, CINEA, the European Investment Bank, and leading agencies from the ESCALATE and OÖ Energiesparverband teams.
