Integrated planning is increasingly part of the conversation around the energy and climate transition. But what does it actually mean, and why should we care?

At its core, integration is about making better connections between actions that affect the same territory. Consider a municipality planning a new district heating network: decisions about energy infrastructure may depend on spatial planning, building renovation, mobility and land use, while neighbouring municipalities may face similar challenges and regional or national policies may shape what can be done.

When these processes are developed separately, information can be missed, efforts can be duplicated, priorities can conflict, and decisions can create obstacles for other actors. Better coordination can help identify synergies, anticipate conflicts and make more effective use of existing knowledge and resources.

This is where integrated planning comes in: connecting sectors and departments, different levels of governance, and municipalities working across administrative boundaries to improve how territorial challenges are addressed.

But how can this approach be put into practice?

The free online course Integrated Energy and Climate Transition Planning, available through the Local Transitions Learning Centre, offers a practical introduction to these questions and helps learners explore how integration can be applied in their own context.

The course is particularly relevant for local and regional authorities, planners, public officers and practitioners supporting territories in their energy and climate transition.

Three dimensions of integration

A key strength of integrated planning is its ability to improve cooperation in three directions:

#1. Working across sectors and departments

Different policy areas can have a direct impact on one another. Within a municipality, for example, energy, climate adaptation, sustainable mobility and spatial planning may be addressed by different departments, each with its own objectives and responsibilities.
Horizontal integration promotes cooperation across policy areas and departments, encouraging them to address interconnected issues together rather than in isolation.

#2. Connecting different levels of governance

Policies and plans are developed at different levels, from the local to the regional, national and international levels.
Vertical integration focuses on cooperation between these different levels of governance. It helps align policies and plans, avoid conflicts and redundancies, and create more coherent development strategies.

#3. Cooperating across administrative boundaries

Many challenges do not stop at municipal borders. Neighbouring municipalities may face shared challenges, depend on the same infrastructure or resources, or have opportunities to develop joint solutions.
Territorial integration involves cooperation between municipalities so that they can address shared challenges, optimise resources and implement regional development strategies that go beyond individual administrative boundaries.


The course introduces these three dimensions and explores their relevance to integrated energy, climate and spatial planning.

What will you explore?

The course takes learners through the main elements of integrated planning by looking at practical questions that arise when different aspects of territorial planning need to work together.

MODULE 1 | How can spatial planning support the energy and climate transition?

Spatial planning shapes how territories develop and how land and infrastructure are used. This lesson introduces integrated spatial planning and explores how it can help connect different policy objectives and planning processes.

MODULE 2 | How can energy be integrated into spatial planning?

Where should renewable energy infrastructure be located? How can energy efficiency and heating and cooling needs be considered when planning a territory? This part of the course explores the links between energy systems, land use and spatial planning, and how planning decisions can support the energy transition.

MODULE 3 | How can planning processes account for climate risks?

How can territories anticipate climate risks when making decisions about their future development? This part explores how climate risks can be incorporated into planning and how approaches such as green infrastructure and disaster risk reduction can contribute to more resilient territories.

MODULE 4 | How can circularity be integrated into territorial planning?

How can territorial planning contribute to using resources more efficiently and reducing waste? This part explores how circular approaches can become part of planning processes and considers their application across different areas.

MODULE 5 | How can an integrated approach be put into practice?

Knowing that different actors and policy areas need to work together is only the starting point. How can an integrated planning process actually be organised? The final part brings together the concepts explored throughout the course and looks at how integrated planning can be applied in a territorial context.

The course combines short videos, useful summaries, additional resources, practical examples, exercises and quizzes. Learners are encouraged to actively explore the topics, search for information and test their understanding rather than simply watch the lessons.

The lessons include subtitles in seven languages, while the exercises and notes are also available in English, Italian, French, Spanish, Portuguese, Croatian and Lithuanian. This makes the learning activities more accessible to those who prefer to study in their own language and makes the course easier to share with colleagues and partners across Europe.
