About the FACILITA Project
The FACILITA project establishes and operates regional One-Stop-Shops across three key Spanish regions: Extremadura, Madrid, and Valencia. Representing diverse urban and climatic conditions, these pilot regions demonstrate how integrated service delivery models can be deployed across varied administrative contexts.
By providing regional governments, provincial councils, and municipalities with a single point of contact, FACILITA offers integrated services, including technical advice, legal framework navigation, procurement assistance, and quality control, to help build and execute a continuous pipeline of building renovation projects.
Public administrations across Europe face a critical challenge: accelerating the energy renovation of municipal and regional building stocks to meet climate targets and lower operating costs. However, navigating the technical, legal, and financial complexities of large-scale renovation can strain internal capacity.
To streamline this process, the FACILITA project provides free, specialised support and training tailored specifically for local and regional authorities using the One-Stop-Shop (OSS) model.
Two Core Pillars of Support for Public Sector Actors
The FACILITA platform equips public sector professionals with actionable resources and structured training to guide public building renovations from initial planning to execution.
1. Capacity-Building Training Courses
Designed to develop in-house expertise, this training covers the technical, legal, and financial mechanisms required to set up and manage an effective One-Stop-Shop for public buildings.
- Format: Webinars and 8 modules built for public administration.
- Duration: 15 hours of flexible, self-paced learning on the FACILITA online platform.
- Certification: Participants receive an EU-FACILITA certificate upon completion.
2. Consultation Library & Resource Hub
To help municipalities learn from established best practices, FACILITA maintains a dedicated repository of actionable insights, including:
