PLANtoACT tackles a key challenge faced by Local and Regional Authorities (LRAs) across Europe: turning ambitious clean energy transition plans into practical, on-the-ground action. The project works with five different pilot regions in France, Italy, Romania, Germany and Portugal to create an innovative, integrated energy planning framework that aligns strategies across various levels of governance and different sectors.
Open datasets: comparing renewable energy potential across five European regions
PLANtoACT has published its first set of open datasets, providing comparable energy data for the project’s five pilot regions: France, Germany, Italy, Portugal and Romania.
The datasets include hourly generation profiles for wind, solar and hydropower, as well as heating and cooling demand and building stock data. Together, they provide a consistent evidence base for analysing renewable energy potential and energy demand across different European regions.
From methodology to ready-to-use datasets
The datasets are the results of the open-source methodology developed within PLANtoACT. The code and methodology are available on GitLab, making the approach transparent and reproducible. The resulting datasets are published on Zenodo, where they are permanently archived, assigned a DOI and can be downloaded, reused and cited.
This distinction makes the resources useful both for those interested in how the data was generated and for those looking for ready-to-use datasets for research, planning and analysis.
Why these datasets matter
Comparing renewable energy potential across regions can be challenging when data sources, methodologies and assumptions differ. By applying a common methodology across the five pilot regions, PLANtoACT provides data that can be used to assess regional energy systems on a more consistent basis.
The datasets can support:
- Researchers, looking for open and citable data for further analysis;
- Energy planners and practitioners, assessing renewable energy resources and local energy demand;
