In France, the inclusion of mobility in energy vulnerability is still a minority issue. Despite its economic, social and environmental importance, the gap between vulnerability in terms of housing (resources allocated, experience accumulated, technical and regulatory arsenal) and vulnerability in terms of mobility is striking. Nevertheless, some actors and partners are already working on the issue of mobility for vulnerable groups, and some surveys have even begun to be drawn upon the subject.
The purpose of this work, within the framework of the PEnD-AURA program, is not to reproduce a succession of specific descriptive sheets of actions in the field of mobility for the precarious public, but rather to attempt a sufficiently detailed, critical and constructive structuring by major families of actions.
AURA-EE and 9 local authorities in Auvergne-Rhône-Ales have been involved since 2016 in PEnD-Aura (Energy Precariousness in Travel in Auvergne-Rhône-Alpes) as part of the PRO-PE16 Program launched by the MTES and funded in an unprecedented way by the EWCs.
This involves implementing actions aimed at meeting the mobility needs specifically of precarious populations. Over these first two years, nearly 30,000 people were involved in the Program (including 4,000 direct beneficiaries), 35 actions (awareness-raising workshops, training, coaching, diagnostics, bicycle training, repair workshops, car-sharing with clean vehicles, transport on solidarity demand, fleets of electric bicycles, etc.), a budget of around €1.5 million, 1,000 teqCO2 / year and nearly 10,000 MWh cumac which will be saved in total thanks to the Program.
