Regio1st new participatory planning tool at the International Conference IISA 2024

On mid-July 2024, a new research paper produced under the Regio1st project was presented at the International Conference on Information, Intelligence, Systems and Applications (IISA 2024) in Crete. The paper, titled “A Multi-Criteria Decision Analysis Tool to Support Participatory Ranking of Regional Energy Priorities Under the Energy Efficiency 1st (EE1st) Principle” introduced a novel tool (PPR) designed to enhance regional energy and climate planning through participatory decision-making under the EE1st principle.

About the PPR tool

The Participatory Priorities Ranking (PPR) tool enables regional authorities, stakeholders, and citizens to collaboratively define and rank their energy and climate priorities, considering the EE1st principle and multi-level governance approaches. The methodology integrates multi-criteria decision-making theory and provides transparency and flexibility to different planning cultures across EU regions.

Case study

A tool’s use case from Kozani, Greece, was also featured, demonstrating how the regional authority, local stakeholders, and citizens used the tool to rank their strategic priorities aligned with the EE1st principle. The tool’s effectiveness in fostering inclusive and transparent decision-making processes was highlighted.


This research, conducted by DSS Lab-NTUA and IEECP researchers as part of the Regio1st Planning Framework was presented at IISA 2024 by George Konstantopoulos, researcher in the Decision Support Systems Laboratory (National Technical University of Athens) and co-author of this research paper.
